The owner of the East Jefferson Street bar Maneuvers, Fred Schramm, had battled the city over alleged liquor code violations and in civil court since Schramm, 70, was indicted on felony charges of criminal damage to government supported property and a misdemeanor charge of obstructing a police officer in connection with a July incident at his bar. Schramm pleaded guilty to the misdemeanor and the felonies were dismissed.

Schramm turned around and sued the city and a police officer in July Schramm called the cops, the suit said, and when they got there he demanded they take Masters and Ford away. As part of the confidential settlement with the city, the lawsuit was dismissed, Tomkiewicz said.
